To the Healthcare Community of Vietnam, Local and International Partners,

In 2019, we began with a vision of the “Smart Hospital” (HEALTHINFO I). In 2022, we extended that vision to the “Family Doctor Network” (HEALTHINFO II). In 2023, we explored the broader “Digital Transformation” of our sector (HEALTHINFO III). Now, we stand at the threshold of the most significant technological shift of our lifetime.

Artificial Intelligence (AI) is no longer a futuristic concept or a buzzword. It is already here – analyzing medical images, predicting outbreaks, drafting treatment plans. The question is no longer whether AI will transform healthcare, but how we will guide that transformation.

Will AI remain a tool for the elite, or can it be the great equalizer that brings world-class expertise to even the most remote areas?

It is to answer this question that the Vietnam Health Economics Association (VHEA), in partnership with the Faculty of Information Systems of VNU-HCM – University of Information Technology, VNU-HCM – University of Health Sciences, and our partner organizations, is proud to organize this Conference at the Faculty of Information Systems (HEALTHINFO IV).

In the history of medicine, we have often treated health as a series of disconnected events. We treat the sick; we educate the student; we rehabilitate the injured – but rarely do we see the whole picture at once. HEALTHINFO IV introduces the 7-Pillar Health Conservation Ecosystem to change that.

The 7-Pillar Health Conservation Ecosystem: A Lifelong Loop

At HEALTHINFO IV, we propose that true health conservation is not a series of interventions, but a continuous loop. Artificial Intelligence serves as the nervous system connecting these seven vital pillars:

• Health Equity: AI-driven telemedicine to bridge the gap between urban centers and rural provinces, ensuring no citizen is left behind.
• Health Protection: Advanced predictive modeling to detect outbreaks and environmental threats before they become crises.
• Health Management: Clinical decision support systems that empower doctors with precision data for accurate diagnosis and treatment.
• Health Rehabilitation & Restoration: The integration of robotics and intelligent monitoring to help patients reclaim their lives after illness or injury.
• Health Education: Interactive, AI-enhanced training for individuals and communities to improve their health by increasing knowledge, influencing motivation, and improving health literacy.
• Health Literacy: Breaking down the barriers of “doctor language” by using AI to translate complex medical data into clear, actionable knowledge that enables people to access, understand, appraise, and use information in ways that promote and maintain good health.
• Health Promotion: Personalized AI wellness coaching that encourages proactive lifestyles and enables people to increase control over, and improve, their health.

A Call to Action for the Healthcare Community

This conference is not merely an academic gathering; it is a laboratory for the future. We invite all friends, researchers to submit their findings, technology experts to showcase their innovations, and policymakers to join us in drafting the standards for a digital healthcare shield that is ethical, efficient, and equitable.

Together, we can ensure that Vietnam does not just follow the global AI trend but leads it by creating a healthcare model that values the human spirit as much as the digital algorithm.
